
As families and small businesses across Southeastern Pennsylvania continue to face higher energy bills, PECO is reinforcing its commitment as parent company, Exelon, launches The Exelon Promise — a comprehensive, customer-first strategy focused on delivering immediate customer relief, strong protections amid growing demand, and long-term solutions to address the root causes driving higher costs.
PECO is implementing this shared commitment on the ground, ensuring customers are supported during a period of elevated supply prices. Energy supply prices are increasing nationwide due to a convergence of historic growth in electricity demand, limited energy supply, and market dynamics that are keeping prices at record highs. While utilities do not control supply prices established in regional markets, PECO is responding with practical measures to help limit the impact on families and small businesses.

Delivering on Affordability in Southeastern Pennsylvania
Under The Exelon Promise, PECO continues to advance programs and protections designed to help customers manage rising energy costs today, while pursuing lasting reforms that address long-term cost drivers.
- Customer support: Delivering immediate relief through PECO’s $12.5 million Customer Relief Fund, flexible payment options, energy efficiency programs, and connection to state and federal programs that help customers manage higher costs now.
- To date, more than 9,000 customers in southeastern Pennsylvania have received support from the Customer Relief Fund.
- Customer protections: Implementing strong guardrails to ensure large energy users, including data centers, pay for the infrastructure needed to support their growth, helping shield residential and small businesses from unfair cost impacts.
- PECO’s recently approved Transmission Security Agreement for a data center in Bucks County enables the revitalization of a former industrial site, supports economic growth, and ensures large energy users pay their fair share of expanding and maintaining the grid, so that residential and small business customers are protected from cost shifting due to data center development.
- Advocating for long-term solutions: Supporting reforms that guarantee that Pennsylvania controls its energy future by expanding the use of long-term supply contracts and enabling public utilities to build new, affordable energy supply under public oversight, to prevent power outages and ease pressure on prices. A recent analysis by Charles River Associates found that allowing utilities to generate power to address supply shortfalls could save customers between $9 billion and $20 billion.
- PECO is supportive of HB 1272/SB 897, which would authorize public utilities to generate power and is an important starting point for putting all options on the table to provide energy affordably and reliably for Pennsylvania electricity customers.
