An air pollution review has pushed the opening of the new Amazon Woot! manufacturing facility near Norristown to next year, write Sam Wood & Joseph N. DiStefano for Philly.com.

The Woot! facility in West Norriton will produce print-on-demand T-shirts. It applied for a factory air-quality permit in August from the Pennsylvania Department of Environmental Protection, but regulators will not be able to complete the review until November.

The delay has forced Woot! to postpone the delivery of around a dozen textile printing machines, causing the stock price of Kornit Digital, the machine manufacturer, to fall by 15 percent.

Amazon applied for a state “minor facility” air-quality permit for the planned 25 machine printing operation. However, according to Neil Shader, spokesman for the DEP, all the new printing presses would turn the facility into a major emissions source.

This triggered an approval requirement under Pennsylvania’s Air Pollution Control Act for the protection of regional air quality and public health.

“We understand the company’s desire to open this facility and DEP is working expeditiously to complete review of the permit,” said Shader, adding that DEP could “issue a decision that would allow the facility to open in November.”
