
Deb Spence has sat in the seats of power, and she has slept on the literal pavement of the streets those seats govern.
At 56, most tech founders are looking toward retirement. But for Spence — an African American woman, real estate broker, AI automation architect, and former school board member — the work is just beginning.
In December 2025, she launched LevelFlat.org, a “Fierce Infrastructure” Operating System designed to be the central nervous system for a community. It has The One calendar where all community and public events are merged into one calendar. The Digital Twin highlights small business owners on High Street and the surrounding streets, who have long been left behind by those in positions of power to help them.
“I have been the broker closing the deal, the business owner losing the shop, and the resident with nowhere to sleep,” Spence said. “I have sat at the dais of the School Board, deciding the fate of our children, while knowing that the parents who cared the most couldn’t be in the room because they were in survival mode. LevelFlat is my answer to the empty chairs.”
Using her library of life skills, she has been able to understand people better and create this system that services them.
A Platform Forged in Failure and Fire
The vision for LevelFlat was born from the ashes of a failed small business, the branch office for her brokerage. once owned on the very streets of Pottstown.
She realized that Main Street businesses don’t fail because of a lack of passion; they fail because of a lack of infrastructure.
To solve this, she has integrated high-level AI automation into the local economy. Through her proprietary “Click-to-Text” system, LevelFlat turns local shops into “active nodes.”
When a resident clicks on a business, they can opt-in to receive an instant text or email—connecting local shops to local shoppers with zero friction.
Transparency as a Weapon for Equity
LevelFlat.org is a 1:1 digital twin of the city, but it functions with a precision that Silicon Valley cannot replicate.
“Most companies use data to extract value from a neighborhood; you use it to restore value to the neighbors. We aren’t just in the real estate business; we are in the ‘connection’ business,” said Spence. “Most firms treat housing, health, and local business as separate silos. At Level Flat, we see them as a single ecosystem.”
Drawing on her history with housing insecurity and her expertise as a Broker, Spence has built a platform that demands accountability:
- The Slumlord Reveal: Using a Property Integrity Layer, the OS uses AI to unmask the true owners of distressed properties, bringing the light of day to those who profit from neighborhood decay.
- Medical Equity & The Policy Decoder: The platform will soon identify healthcare service gaps and translate “legalese” municipal codes into plain English, ensuring that a resident’s zip code doesn’t determine their health or their rights.
- The Public Comment Architect: For the parent who can’t attend a 7:00 PM meeting, the OS helps them draft and submit professional, data-backed comments directly to the School Board or Borough Council from their phone.
“What truly sets us apart is that we are democratizing ‘Smart City’ technology. We are taking Digital Twin tech—usually reserved for massive corporate developments—and putting it in the hands of everyday residents and local investors. We don’t just show you a property; we show you the invisible data behind it—the ‘digital bridge’ between housing and health outcomes. We aren’t just selling the block; through Jumpstart Pottstown, we are teaching the community how to rebuild it,” Spence added.
The Bridge to the Future
Recognizing that civic engagement is impossible without economic stability, LevelFlat includes a localized Job Board and a coming soon New Resident Toolkit. From trash pickup schedules and zoning maps to permit applications, the platform ensures that being an informed citizen isn’t a full-time job.
“They told me that a Black woman who had been homeless couldn’t change the infrastructure of a city,” Spence said. “I told them that the ‘old gatekeeping’ infrastructure is what left our kids behind. LevelFlat is the new foundation. It’s resident-informed, equity-driven, and it belongs to all of us.”
