Horsham Township is taking a decisive step toward the long-awaited redevelopment of the former Willow Grove Navy base, writes Lacey Latch for Bucks County Courier Times.
Town Council unanimously approved a comprehensive zoning amendment that aligns the 862-acre property with the 862 Rise master plan first endorsed in 2012. The update replaces the site’s outdated industrial zoning with a framework that now permits residential neighborhoods, commercial districts, office space, business parks, and a town center.
Township Manager William Gildea-Walker described the change as both “proactive” and “protective.” The zoning prepares Horsham to begin redevelopment as soon as the land is officially transferred, while ensuring that even if federal officials retain any portion of the site, any future use must comply with the township’s vision. The amendment also signals continued progress in negotiations with the Navy.
Work is already underway on infrastructure surrounding the property, including sewer upgrades and road widening. In September, Horsham and the Navy reached an agreement to transfer 118 acres along Easton Road, The land is expected to become a major office park focused on job creation to replace losses from the base’s 2011 closure.
The transfer will take up to two years, and officials will begin seeking developer proposals in the meantime.
