Work in Skippack Township on Pennsylvania’s largest prison appears to finally be nearing completion after being plagued with issues since construction began, writes Joseph N. DiStefano for Philly.com.

The prison, that will house 4,000 offenders from the Philadelphia area, has been given a new completion date of September 29. This is one month after the date provided by Walsh Heery Joint Venture, the partnership of contractors overseeing the work.

Hill International of Philadelphia, Pennsylvania’s construction representative, and Walsh Heery blame each other for the delays that have delaying the opening for the past year and a half.

However, according to Troy Thompson, spokesman for the state Department of General Services, activity has significantly increased since mid-March. Currently over 50 contractors and subcontractors are working to finalize the work.

State General Services and Corrections staff are also on site full-time along with employees of Urban Engineers who mark off items as they are reviewed and approved. Certificates-of-occupancy are then issued by Pennsylvania’s Department of Labor and Industry as the buildings are approved.

Five of 30 main buildings at Phoenix were complete as of last week, with the remaining 25 still awaiting approval. Once the entire complex is complete, it will total over one million-square-feet.
