Pennsylvania is taking a focused step to address a persistent education challenge.

Kutztown University has received a $100,000 grant from the Pennsylvania Department of Education to help expand the pipeline of special education teachers. The funding is part of a nearly $1 million investment across 11 colleges and universities.

The need is clear. Special education remains one of the most in-demand teaching fields in the state. Districts across Montgomery County and the Philadelphia suburbs continue to report vacancies and limited pools of certified candidates.

Kutztown’s approach centers on speed and access.

Starting in the 2026 to 2027 academic year, the university will launch a 4+1 Graduate Special Education Intern Pathway. Students earn their certification in one year after completing their undergraduate degree and initial teaching credentials.

The program is built to remove barriers. Partner school districts cover tuition, and students work as paid interns while completing coursework.

Participants spend three days each week in the classroom, with additional time substitute teaching to build experience and earn income.

Students complete 27 graduate credits while working directly in schools. Summer placements and ongoing clinical experience provide immediate support to districts.

Participating districts commit to hiring interns, creating a direct path from preparation to employment.

This model gives schools a faster way to fill critical roles and strengthen support for students who rely on special education services.
