
The rising cost of living is a top-of-mind issue for many right now, and at Aqua Pennsylvania, we want to ensure that our customers are aware of our generous discount program.
Most of us commonly look for ways to save on necessities like our groceries and our gasoline. What many of our income-eligible customers do not know, however, is that there is a way to save on your monthly utility bills: with Aqua Pennsylvania’s Customer Assistance Program (CAP).

Aqua Pennsylvania’s CAP provides monthly discounts on water and wastewater bills to help residential customers save money. The benefits also include a monthly $40 credit towards older balances when payments are made and eligibility for additional assistance programs, including our Leak Repair Program and Aqua Aid Pennsylvania.
We estimate more than 70,000 of our Delaware, Montgomery, and Chester County customers may be eligible to apply for CAP, but many do not know that resources are available to help them. Monthly discounts are based on household income and reduce both the fixed monthly charges and usage charges for water and wastewater customers. These are significant savings that can go towards other necessities, help you plan, and provide a little bit of breathing room when you need it most.
Eligibility is based on household size and income, and you may be eligible and not even realize it. For example, a family of four whose gross annual income is $64,296 is eligible for CAP.

How can you apply?
We invite you to visit the CAP page on our website to learn more about the program and its benefits. On that page, you’ll find a link that takes you to a new window to apply on the Dollar Energy Fund’s (DEF) website. CAP is administered by our partners at the DEF – a nonprofit whose mission is to improve the quality of life for households experiencing hardships by providing utility assistance.
When you get to the DEF’s website to apply, you are at the right place — stay on the page and fill out your contact and income information to complete your application. Providing these details and documentation takes just a few minutes. A few minutes of your time today could result in noticeable savings on your water and wastewater bills throughout the year.
After your application is submitted, Aqua and Dollar Energy Fund will verify your information and start processing your application. The verification process is quicker if you submit proof of income via email; fax or mail submissions may take two to three weeks for verification. Your monthly CAP discounts will be reflected on your bill within one to two billing cycles.
